Appearance: The 17-year-old girl stands at 5'6 and weighs 124 lbs. Her skin is a tanned color that is covered in minor cuts and scars. Her dusty black hair is naturally messy/wavy and feels very dry in texture. It is usually pulled back into a high or low ponytail. Her eyes are slightly small and are colored a deep brown. Like most kids in Panem, Scout is skinny and small in stature. However, because of her fishing experience, she is remarkably strong for her size. She hasn't suffered from malnutrition, but because of her mother's need for fish (explained down below) she eats a little bit less than other District 4 kids. Scout doesn't really tend to care about how she looks, and usually wears worn-out or dirty clothing. The only thing that she wears that would be considered 'fancy' is a golden chain necklace she found at the bottom of a river. On the necklace, there is a man being persecuted on the cross charm. She's still not very sure what it means....

Personality: From the naivete of her youth to her adolescent years, Scout has always been a child with something to prove. When she was younger, she was an energetic and eccentric social butterfly. As a little girl, she was competitive, fierce, tomboyish, and slightly pugnacious. Although she was trying to be the best so she could brag about it later, she had a strong determination that could not be unmatched. This determination has stuck with her even through her teenage years. As time has passed, Scout has grown to be a little more socially reclined. Because of the amount of maturity she's gained in such little time, she's become more freelance, however, people still know her to be a great friend and she still keeps a good relationship with some of her old acquaintances. It seems as though Scout has gained an uneasy soul as time has passed. Those who know her the best know that she is loyal, strong-willed, quick-witted, down to earth, realistic, goal-oriented, and a generous humanitarian. Despite those who know her the best, there is still one thing missing from her general description. Deep down inside, Scout easily sees the cruelties of the world and takes each and every offense to heart. Right now, what she wants more than anything is justice.

History: District 4 may be one of the more wealthier districts of Panem, but that doesn't mean that poverty does not exist. Scout may not live in poverty herself, but it's something she's experienced every single day. Her mother is a medicine woman that uses the oils, minerals, and resources in sea creatures and plant life to heal others. At a young age, Scout would tag along with her mother to watch the magic she performed on the sick. As Scout got older, she realized that there was more to her mother's job than just being a medicine woman. Circe, her mother, healed those in the district who could not provide for themselves. Scout's father, Trixon, was supposedly a captain who had died from a shipwreck before she was even born.

Scout is the youngest out of two brothers and a sister. During their childhood, the siblings spent their time learning how to fish and gather, as it is customary in District 4. Even when she was a small child, the energetic Scout was able to swim faster than her siblings and the other children her age. Her friends knew her by the nickname, "Scout the trout". As the years passed, she determinedly learned how to fish with a line, tie knots, and most importantly, use a fishing spear and a simple trident. As she learned these things, she always kept her mother's patients in mind. While her siblings fished for food, Scout did it for the intention of saving someone's life.

Time passed yet again, and as they grew older, Scout's siblings decided to move out of their mother's house and live on their own. Scout herself had grown a very personal bond with her mother, and still being full of childhood innocence, swore to stay with her and protect her until the day she died. As she continued to help Circe with her medicine duties, she noticed a change in her mother. Circe sat her down one day and told her that because of how quickly she had matured, there was a secret that she needed to know. Circe told Scout that she wasn't actually her mother and that her true parents tried to lead a secret rebellion against the capitol. They were caught and brought to the capitol, most likely turned into avoxes. Circe had generously adopted the young child after finding her in her parents' abandoned house. She had not personally known the girl's parents, let alone the baby's name. Naming her Scout, Circe took the child under her wing along with her own children.

After learning about her true past, although her devotion and love for Circe expanded, Scout's hate for the capitol grew tremendously. Her friends had noticed an aggresive demeanor in the way she fished and kept to her lonesome. She started to view the world differently, and became increasingly rebellious in her tendencies.

A week before the reaping for the 89th annual Hunger Games, Scout returned home to find Circe tied up in a chair and unconscious. Two intimidating men were cornered around her, holding a spear to her neck, ready to kill her. From the men, Scout had discovered that from her work, Circe had received a large inheritance from one of her dying victims. These men were relatives of the victim, and wanted to receive the inheritance for themselves. Circe, knowing that holding unto the precious money would cause trouble, cast it somewhere deep into the river. Upon discovering her actions, the men had planned to kill Circe that night. Scout, horrified, pleaded with the men to spare her mother and kill her instead. The men proposed a deal; if Scout had volunteered at the reaping, Circe would be spared. Knowing that she had made a promise to the woman who had taken care of her for so long, Scout willingly agreed.

Right now, Scout is already dead, at least on the inside. Circe does not know of the measures Scout took to save her life, and Scout is not willing to tell her. From that day, the 17-year-old girl has found a connection between the two men and the capitol. Her new philosophy of life is that greed, and selfishness are the two main attributes that are blocking true love, peace, and happiness in the world. Scout knows that she needs to fulfill her promise to Circe and win the games in order to protect her. However, Scout also knows that she will die. Before she does however, she wants to get revenge. She doesn't want to be the one to kill the most tributes or have the most sponsors, but she wants to prove that generosity can beat selfishness. She wants to prove that power means nothing. She wants to prove that even the smallest fish in the river can have to power to kill a fish ten times its size.
