Wait but with your system a Demi god would have the same stats as a normal human with a crowbar.Shouldn't there be some sort of stat system that players can fill out to add to their modifiers?

Yeah the government issues money.. but it is pretty much only like ration cards.. only good at government buildings.. and they are often out of stock of the good stuff!
