Well, you wouldn't be stepping on anyone's toes, the positions are open to as many people as possible. In the end, it will be capped when a suitable amount of personnel for each position has been reached.

No it's not taken. Although there is another participant who is creating an Android character that fulfills both a counselor role as well as security, but technically it's still open.

Well said Colonel, but I must input my original concept of the Federation. It is the supranational government of Earth, therefore it can only operate with the full support of Earth's nations who are still sovereign in their own right. Regarding the insurgency, we don't have a complete idea as to why...

Or you could just Google how to give fictional characters an accent. Trying to duplicate such mannerisms are difficult. I usually say an accented phrase out loud and try to phonetically spell it based on how I sounded.
