Under a bright moon the Five Kages and thier advisers meet in a hidden location to discuss the dangers of the murderous organization of the Akatsuki and thier rumored kidnappings of the Jinchuriki. "If these rumors are true then they already have three of the tailed beasts.. whats to stop them from taking the rest? With two of the beasts missing from the sand village and one from the leaf, i'd say thats no coinceidence" shouted the Mizukage. "If i remember correctly the two jinchuriki that reside in your village are both jonin, am i right? if so then they should be capable of handling themselves if they stay near the village." The Raikage spoke without a hint of emotion, his village being the only one with no jinchuriki's, he was the least bothered by the news.

"How can you say that? These akatsuki were able to steal three of the tailed demons from right under our noses!" The Mizukage took a moment to gather herself not wanting to lose composure in front of her peers. After a long pause the Hokage rose. "Now i know that with times like these it can be difficult to see eye to eye, but worry not. I have been working on a solution to this problem since i receved word of the kidnappings." He looked off into the distance for a moment. "Ahh he's here, Zero would you care to explain what i have in mind?"
