Ba Sing Se

Ba Sing Se is one of the last remaining cities not yet under Fire Nation rule, in the Earth Kingdom. A majority of the population is made up of refugees, the ones who sought protection under the Earth King and the indestructible walls that surround the city. The Earth King is a stern man, one who wishes nothing more than to protect his people, but with the looming threat of the Fire Nation, he is unsure of how much longer the Kingdom will last before it too falls to the Fire Lord. Beneath the city there is a serious of tunnels that are being utilized by the current rebellion. It was originally fashioned to be used as an escape route should anything happen to the city, however; hundreds of years of endurance and durability have rendered them useless and serve a different purpose.

Due to the overwhelming influx of refugee's, the lower ring of Ba Sing Se has become decadent. The prosperity it once achieved has fallen and has become impoverished, leaving it subject to less than favorable conditions. The Middle and Upper rings, however, are still prosperous, and are home to most of Ba Sing Se's original population. The Middle ring, however, is beginning to show signs of following the Lower ring, and is slowly declining. There are some within the Earth Kingdom who would see these refugee's gone, however; it's not exactly a pleasant subject to bring up, and so many either hold resentment for them, or do their best to ignore the refugee's.
