This will be the backdrop once the story begins:
By now, planets and governments have all but surrendered or were made obsolete as the newly formed Galactic Empire stretches its reach across the galaxy. Several rogue rebel groups, small in size, have tried and failed to take back Coruscant and other surrounding Core Worlds. Wanting to strengthen militia close to the center of his Empire, Palpatine has begun another round of cloning, only with improved enhancements to the soldier's reflexes. (Yet not their aim)
The Colonies have also fallen, hardly trying to fight off Imperial invasion. Passage between worlds has become more regulated, requiring all ships to have credentials, codes, and high level access to leave their stationed planet. Those who do not meet the criteria are either detained or destroyed if they try to flee. The Empire does not have total control of the Inner Rim yet, still working its way through the systems, meeting small pockets of resistance here and there. On the more neglected planets, crime lords strike deals with the Imperials, offering money and alliance in return for safety and power. The Sith, knowing full well who is leading the Empire, have chosen to remain in hiding for the time being. They fear if they were to reveal themselves to the Emperor, he would have them swear loyalty to him. Their influence remains, yet is fading fast.
Most of the Sith have chosen to live on the Outer Rim, where the Empire will not be able to touch them for some time. Here they are in control, cutting off all contact from the rest of the galaxy and isolating the Outer Rim as much as they can. Of course, because they are few and stretched thin, the Sith's attempts to isolate their planets fail miserably.
Pirates, bandits, fleeing criminals and all the like headed for the Mid and Outer Rims for safety. The Empire, having planned ahead, already had some dominance on a few strings of planets within the Mid Rim, but not enough control to seize them. Here economies crashed and people lost everything as criminals became the dominant force.
Palpatine had some plans for the Outer Rim, but hardly any of them involved actual conquest. The Empire thought it essential but unnecessary for control in the Outer Rim. Those who fled from Imperial forces had no where to go but the unexplored territories, and what could happen to them out there wasn't the Empire's problem. In general it could help the Empire should the fugitives perish by other means. The Outer Rim became another safe haven for those fleeing, but at the same time was a dangerously unknown place where one could be killed at any second.
Overall, the galaxy is in a state of turmoil and chaos. On most of the planets in the farther reaches of the galaxy there is no order and no stability. The Empire, still freshly created, moves closer and closer to seizing and conquering everything they want. But because it is a new form of government, it takes time to mobilize and find order within the ranks. The farthest reaches of space are free of Galactic fear, but still harbor some state of terror from a long list of suspecting possibilities.
