Teocatha

A very clean, bright, neatly built large city built around Starlight Lake, with Uminous???s Temple of Leviathan at its center. Run by democracy of people with very regulated and smooth procedures. The church, being one of order, is the definite centerpiece of government, development, and daily living. The church is an establishment of worship, but they're wholly devoted to upholding what is supposed to be order, so it's kind of like the church IS the government. That being said, they don't function as certain religious theocracy--they don't tout their goddess as a cure-all, the ultimate and perfect being, etc. They preach unity, foundation and organization above everything. Templars are peacekeepers, the priests also function as a parliament, and the regular citizens are a mix of scholarly / martial society. A good 45% being versed in some sort of special discipline (therefore, monks of a sort or another; a templar if nothing else). Everything is handled bureaucratically.
