This is the general idea that I've been talking to a few people with. It will have 5-8ish character spots open.
It has been many centuries since the Third World War, a war fought with biochemical weapons. The human race hasn't set foot on the planet since then, instead living in one of two space stations. The Elysian, which orbits the earth, or the moon base Argentum Luna.
The few surviving people of the war agreed to a cease fire and fled to the safety of outer space. The first few years were difficult, with all the infighting and distrust but after the formation of the Council things began to run more smoothly.
The relative peace has lasted and life in space has been pleasant, the problem lies in the face that these space stations were not meant to support life indefinitely and with the growing population and dwindling resources something must be done. So the Council has put together a team to return to earth and assess the livability of it.
Each station was previously owned by a different nation(s) on opposing sides of the war but in the devastating aftermath these nations realized that to further survive they would need to pull their resources and technologies once in space. They decide to form a council of elected officials, three from each station and one from either station in a position of leadership. The stations may work together but have different focuses and each completely disagree with the others ideas on how to better the human race.
Elysian is focused on the advancement of humankind with the assistance of robotics and AI technology. Currently with their limited resources they are unable to create their more advanced ideas for what they think is the betterment of humankind.
Argentum Luna has decided that biotechnology and genetic synthesis is the best way to aid mankind and their survival. As with the other station experimental subjects and material are limited and thus they have reached a stalemate in their research and development.
These would be secondary reasons for the team to go down to earth because no matter what, they just couldn't survive another generation with so few renewable resources.
The team will be comprised of members from both station so these ideals should be kept in mind when creating your character. Maybe they have the help of a robot or maybe they've had some basic gene splicing done to them.
Also the bio-weapons used would have changed all aspects of the earth from plant life, to the animals, the possible people left behind on the planet, as well as changing/creating new types of materials and power sources.
