Yes, GIMP works very, very well. It's what I use for my photo editing. It takes awhile to get used to, but it's not a terribly steep learning curve. Otherwise, it's fairly good. Some of the manipulations are obvious, but you could easily remedy that with something professional like Photoshop or GIMP.
