I have a simple three principle doctrine for my team:

1) Crim sucks.

Kronos, I love the tiered idea. I came up with a tiered plan based on giving back to the RP community rather than simply user RP skill, so members who actively helped out and contributed to the improvement of the community would be bumped up. Tiered systems definitely have some promise.
