The term 'President' is used rather loosely as the Ark is not technically a democracy. The president is chosen by the past president to rule, in the event of assassination, the Vice President chooses.

Anarchist Brotherhood.
The most feared gang in the Wings, the Anarchist Brotherhood was created by a man named Harley Whitney approximately sixty years ago. It is rumoured the Anarchist Brotherhood is responsible for gun and drug trafficking, along with assorted shootings.
Unholy Tribe.
The Unholy Tribe are the rivals to the Anarchist Brotherhood. The UT are more hooligans that anarchists, but are responsible for most of the murders in The Wings, along with assaults and burglaries.
Santoro Family/Sicilian Mafia
The Santoros are the family who run the Sicilian mafia inside the Ark. They are rich, though, which puts them on the good side of the council... usually.
{ The Council }
The council are a group of wealthy, high profile citizens who along with The President make decisions for - their idea of - the benefit of The Ark and its people. Every single member of the council is from the Sectorum, which most Wing residents find slightly unfair.
