Illumene is the pinnacle of technological advancements in the Gaelian system, but with safety and prosperity comes government control and regulations. With a city that prides itself on its extensive security networks, retinal scans, and surveillance, crime is kept at a relatively low rate.

Those who care not for living under the heel over their government frequently make use of what have become dubbed as 'blackout zones'. Criminal activity is most prevalent within these ares of the city due to their characterized lack of surveillance. These locations range from alleyways to old abandoned buildings to illegal haunts and unsanctioned clubs.

Loitering within Blackout Zones is strictly prohibited and grounds for immediate arrest and seventy-two hours jail time - regardless of whether criminal activity was present. Many blackzones have been walled off and trespassing in these areas is strictly forbidden and grounds for the same enforcement.
