Setting
It is divided into three primary sections, the middle, high, and low cities. The middle city makes up much of We'Darastri, and is home to the middle and lower classes, full of shops, homes, inns, and so forth. The high city is a walled section of We'Darastri that houses all of the city's aristocracy, and is also serves as a stronghold. Finally, the lower city is a series of ancient sandstone catacombs that run underneath We'Darastri in a frenetic spread. Most of these catacombs have been converted to sewers, but there are still a few unaltered ones that play host to the city's large undead or light-sensitive population.
The only other real city worth noting in The Sapphire Empire is not so much a city as it is a large living area built around The Azure Citadel, the home of The Sapphire Empire's ruler. It is an academic community that focuses less on history and geography and moreso on the mysteries of magic. The Azure Citadel serves both as a palace as well as a college for aspiring wizards and sorcerers, the most prestigious in all of Gaia
"Indeed. Did you, or did you not, kill Captain Krelnar and commit Grand larceny of Lord Ereis Draxian?"
"Justice Sstheno speaks rightly..." the dwarven judge said, clasping her hands in front of her. "So! In keeping with the laws set forth by our great Suzerain Tyretlethen, we sentence Jeanella Lefloure to a life of servitude and penance for her callous actions. If there is one in this room who will swear to stay by her side and guide her back to the ways of civilized behavior, step forward and be known as her guardian and keeper." the dwarf said in her booming voice.
Indeed, the pair found themselves in the legal sector of the High City, with towering houses and miniature castles dotting the landscape. Interplanar dignitaries of all kinds roamed the streets, and the air smelled of incense and and other exotic fumes.
"I am afraid your compliance is mandatory in these matters until we decide you are more trustworthy on your own. Do not force us to place a Geas upon you, the process is not pleasant." the Archon said in a more aggressive voice, his clutching, outstretched hand enveloped in swirling white energy.
"I bid you both grace in the eye of Cuthbert, and hope to see your soul cleansed, murderess." he said stiffly, before walking back into the High city...
The Gnome tenement house stood above the rest of the decrepit neighborhood, a bastion of hope in the odious landscape. At their approach to the building, a foul smelling halfling approached from the building's doorway. "Eh...finally some to fix the pipes, eh? Nice to know, yes, good to know indeed." he squeaked, ushering them towards the entrance to an old man hole cover. "This is how to get to our local water access...some of us tried to take a look, but, well...some of us didn't come back..." he added, shuffling nervously.
