Is it alright to create a new set of cards? as in cards that haven't before appeared in the anime and probably never will?

I have a few quistions, 2 to be exact are cards on the forbidden list okay and blue eyes csn it be used be cause In the anime there are suppossed too be only 3 which are owned by Kaiba

just submitted a charie, but did a yugioh rp with jack before so i know how it works. im gonna post the format for duels we used cause it helps.
1) When drawing or placing cards say post the amount of cards in hand like so [ ? Cards ]
2) When summoning post monsters atk and def like so [ ? Atk, ? Def ]
3) Post how many facedowns you have like so [ ? Facedowns ]

Trust me it helps.
Ps. For created cards post a describiton with effect and Atk/Def and I'll post an actually card.

Alright I have two cards

Red-Eyes Ultimate B. Dragon ( a ten star Dark Fusion monster using 3 Red-Eyes B. Dragons with 4000 atk 3000 def)

Dragon Master Magician (a twelve star Dark Fusion using Magician of Black Chaos + Red-Eyes Ultimate B. Dragon effect = once per you can discard one dragon type monster from your hand for card to gain its attack an defence until your end phase. 4800 atk 3500 def)
