Hello all, I thought to open a thread where we would be able to discuss general history of the Shinobi world after the fourth great war which closely relates to our characters.
During my work on my next character I found that an entire historical background partially about Kumogakure and about a faction of my invention was needed for my character's history, so far this is what I have written.
I have already discussed some of the details with Sonic, I have since expanded upon them but I will be glad for any constructive criticism and ideas.

Following the assassination of Killer B by the hands of unknown attackers the Eight tails was sealed inside a containment urn as Kumogakure searched for host candidates. After a number of failed and destructive attempts to reseal the council of Elders successfully lobbied for the creation of a facility designed to address the issue far away from the village thus saving in form further demonic rampages.

What began as an attempt to understand the demon's Chakra and find a means to contain and exploit it failed to deliver any significant results. Sadonaga, a prominent village Elder was able to secure control over the facility and soon replaced its staff with members of his own "special unit".

The special unit was a number of interest groups taken under the wing of Sadonaga and his clan. Unofficial in its nature the special unit became increasingly powerful after the days of the fourth Shinobi Great War and was largely responsible for the rise of Sadonaga's power and consequently its own.
Upon establishing itself in absolute control over the eight tales facility the special unit reached its zenith of power and insured Sadonaga's will and vision where carried out.

Sadonaga decreed that the eight tales was by nature a bloodthirsty creature and that changing this nature was only possible by the power of its host. Killer Bee was a rare example of one able to truly control a tailed beast however he was a rarity and therefor to Sadonaga's thinking the only way to create a suitable host was to match the host to the nature of the beast while guaranteeing the host would be completely obedient to its masters and with as much consciousness as a Kunai.

Dozens of village members had already died as result of the sealing effort thereby rendering any further acquisition of other villagers impossible unless the facility could guarantee their safety. On the surface the facility claimed and seemed to be working towards this goal however in truth it had since turned to acquiring further host candidates from other means.
Mass raids by the facility struck the land of the waves completely destroying many small isolated fishing villages, the young of these villages where taken to the facility while the other inhabitants where all killed in order to destroy all evidence of what had transpired.
These young where trained in a way similar to what had been practiced in the land of water during the "bloody mist" however Sadonaga designed ever more efficient ways of training which increasingly distanced themselves from the policy of Kumogakure. Despite some investigations the facility kept its true operation away from the attention of the village and its Kage however some suspicious assassinations of prominent enemies of the facility plan led to rumors and suspicions which slowly grew as the special unit expanded.
After eleven years of operation and eight years of the ultimate shinobi plan the facility remained with twenty host candidates. These candidates were ordered to slay each other until only one remained, after three days of fighting only the one who would later be known as Daichi remained and was thus made the host of the eight tails.

An undercover spy sent by the Raikage (is that ok?) was able to escape the facility and deliver the news to the Raikage, by the time a force arrived the entire facility had been systematically destroyed by the maddened host who had allowed the eight tales to control his body in order to bring vengeance against the facility. Elder Sadonaga was never found however enough information of his continued existence and operation was found to justify declaring him a rouge Shinobi.

The host was overpowered by the force and taken back to the village where the seal was enforced to prevent another such occurrence. Despite some calls to terminate his existence the host was judged stable enough to continue carrying the eight tales as long as the seal remained in force and the host did not experience madness such as what had transpired in the facility. In order to guarantee the hosts stability his memories where removed and fake ones implanted instead of these to insure the host's loyalty to the village however some memories remained.


Update

I think a better choice of events would be to have my character massacre much of the facility until it is faced with Sadonaga who is able to overcome the eight tales and render my character immobile. The force from the village arrives in time to stop Sadonaga from taking the character with him however Sadonaga is able to escape.

This report submitted by the collaborative operations of the Infiltration, observation and assessment agencies details the Shinobi village of Sunagakure.

This report is of a general nature however specific information is available should the Raikage require it.


Geography


The Shinobi village of Sunagakure is located in the vast great desert of the land of Wind. The geography of the surrounding area provides security from ground level attack since the logistical challenge of providing the necessary supplies to an attacking force limits the initiative of such a force and expose it to dangerous weakness.

The most obvious of these weakness is the inability of the attacking force to "live off the land" and consequently long supply lines both costly and difficult to protect are critical to the success or failure of an invasion attempt.


Initial Observation

Among the other five great shinobi villages Sunagakure has for many years been considered the weakest among them. Since the great Shinobi war and the succession of Hashiwa Tadashi to the post of Kazikage the status of the village has changed.

Sunagakure remains militarily one of the weakest villages among the five powers however both in terms of population and economically Sunagakure's prospects have changed immensely. Sunagakure is now among the five great villages the greatest economic power largely thanks to the Hasiwa clan and the current Kazikage Hashiwa Tadashi.


General Information


Sunagakure has for decades been considered a stern member of the conservative camp. Gara's long term as Kazikage attempted to liberalize the society of Sunagakure however beyond the international image of the village this attempt has been unsuccessful mainly because Gara did not possess the power to introduce such policy.

The position of Kazikage has always been considered as that of the supreme commander however the kidnap and murder of the third Kazikage and the later impersonation and murder of the fourth Kazikage during the Sunagakure invasion attempt of Kumogakure increased the power of the general assembly, the council of elders and the logistical organizations over the central hierarchy of the Kazikage.

For several years Sunagakure did not possess any central leadership beyond the Jonin General assembly since after numerous attempts no common ground could be found between the rivaling factions and as a consequence the position of Kazikage remained empty. Eventually Gara son of the fourth Kazikage after an unprecedented campaigning effort was elected to the position as a compromise candidate.

Gara did not possess the same powers as his predecessors and power remained mainly in the hands of the general assembly however despite this seemingly democratic attribute it was this very general assembly which prevented Gara from liberalizing Sunagakure society as many Jonin of the time where deeply traditionalist conservatives.

Following the Fourth great Shinobi war while Gara remained Kazikage his powers where further weakened since even his carefully nourished support base in the general assembly had fallen much like most of Sunagakure Jonin during the Fourth great Shinobi war.

Since the General Assembly was now defunct the council of elders took over control over the domestic affairs of the village while Kazikage Gara was relegated to a nominal position mainly involved in foreign relations since Gara was more concerned in the post war role of the Shinobi alliance then the individual concerns of Sunagakure at the time.

It was during this era of the "elder's regime" that the surroundings nomadic tribes and villages came under the influence of Sunagakure. These peoples left poor following the great cost of the war gradually began to establish themselves around the village for protection against the lawlessness in the land of the wind due to the growing weakness and corruption of the feudal government.

These populations supported the village by their labor elevating the economic situation of the village and partially compensating for the loss of manpower.

As economy increasingly became all important in the new Shinobi world the well-connected and respected Hashiwa clan came to dominate the council of elders bringing both their economic policies and their complicated Shinobi code into the village's structure.

When the Shinobi alliance began to disintegrate as an effective governing force Gara already an old man grew disillusioned with the system. The murder of the sixth Hokage's was the end for Gara's policy since without the Hokage support the last vestiges of internationalism in the Shinobi alliance where swept away. Gara decided to step down from the position of Kazikage and set Sunagakure on a yearlong struggle between rivaling factions until a successor to Gara emerged victorious.

Hashiwa Tadashi who at first seemed the most unlikely of the candidates because of his unpopularity emerged victorious thanks to the support of his clan and the power of the growing Hawk lobby in the General assembly which rejected Gara's policies of internationalism and desired a resurgence in Sunagakure fortunes.

Hashiwa owed his victory to these forces however his rapid success can only be attributed to the new logistical organization he created and has been in control over ever since. All the villages' resources where placed under the control of the new central committee of Sunagakure which was staffed by Hashiwa by both his loyal supporters and specialists on varying matters. Civilian specialists from the outside villages where also introduced giving the central committee a new and fresh perspective.

The Kazikage began the policy known as the "five year plans" in which the central committee took over the surrounding resources and integrated the populations already working for the village as recognized villagers expanding the land held by Sunagakure by five and its population by two. After the death of the old feudal lord and the death of his heir from a fatal disease the sixteen year old grandson took over the reins of state and soon proved to be incapable of the task.

Lawlessness increased and trade inside the land of the wind rapidly became dependent on the protection of Sunagakure giving Sunagakure an increasing monopoly over trader in the area. Villages ravaged by these raiders are encouraged to transfer themselves into Sunagakure sphere of influence where they are gradually integrated into the village

Military Potential

The academy training policy has remained as strict as in the past however revisions are being made and the Kazikage is known to take an active role in these changes. Militarily Sunagakure is still weak however as its economy and population grows its military potential is also expanded.

Foreign policy

Sunagakure despite its large hawk lobby continues to support the Shinobi alliance and has taken no side in the cold war. Sunagakure is known to financially support the smaller Shinobi villages in the weaker nations and relations between these lands and Sunagakure are observed to be warmer than those maintained by the other great villages.


Conclusion


Sunagakure poses no immediate threat to Kumogakure however its new policies are gradually increasing its power at the expense of the land of the wind. It is the opinion of this investigation that the land of the wind and Sunagakure will eventually come into conflict over supremacy over the land of the wind however it is unknown how or when this event will take place.
