Is it possible to reserve the spot of the Vice President or by "Earned" does that mean you have to make a character and then potentially rise in the ranks later?

If that's possible, then I'd like to reserve VP. Otherwise, I'll reserve an Informant if you please. Also, Tagnorth.

Yes, you must earn the VP rank by completing the task of placing a scar/cut on the Leader's cheek which is going be quite hard. I'd like to see which one of you is up to it, to be quite honest. x'D An informant has been reserved for you though, and he/she may become VP at any point if they can complete the task successfully.
