Well, it could be private. To make a better story everyone can control the NPC's, creating a more visual experience.
This will make it more like a movie... a cooperation.

It'd be hard to make convinving, though.

A COYOTE member's life goes something like this:

Born of a surrogate mother after having the embryo manufactured.
Kept in government-run facilities through first years of life.
At a young age, combat and other such important abilities begin to be taught to the subject.
'Unfit' (too mischevious, too curiously explorative, etc.) subjects are quietly executed.
Fit subjects complete training and are sent out in to the field at a minimum age of eleven.

During none of this time do they have any real contact with the outside world and thus they're rather brainwashed.
