You do realize that Bolivia does not hold any part of the Amazon right? If he wanted to exterminate them he would need to invade Brazil and be brutally raped by it's military. Also since it exports it's lithium then the US, UK, Russia, the EU, and China would go to war on Brazil's behalf.

Well since the UN stepped in nothing will get done in a country that big so the dictator wins. Also Germany, Italy, and Spain are at a poor economic stage so UN support will be incredibly low.
