It is manned by a human named Ted Deaker. He is the angels go to guy when it comes to technology as many of them are not too familiar with tech. It is located in a extradimensional pocket of space attached to the mortal plane and can be accessed by any angel. Ted mans the sensors the angels use to detect trouble on earth and he can contact any angel to give information and instruction from on high.
