HYBRID POWERS PEACE FORCE
This group is not the largest pseudo police the world has to offer. They do not follow any laws, nor do they enforce any. Instead, they simply follow two rules, eliminate chaotics (piety thieves and other low level law breakers do not count) and aid civilians in need. This has led to many political conflicts with police agencies, but thanks to a very effective marketing department, the HPPF is not only popular among the civilians who live in cities protected by them, but also often the first to hear about criminal groups from said civilians.
The HPPF numbers about 40,000 enforcers (all better armed than most military special forces), 300,000 scientists, 34 cities (including Central), 150,000 public relations officials, and 3,000 enforcer directions personnel within their control. The enforcers act for two jobs, aiding civilians and eliminating chaotics. The cities that the HPPF controls are generally very well defended by said patrolling enforcers. Within the ranks of the enforcers, there are about 1,500 cyborgs. These units are generally sent to eliminate the most powerful chaotics. When times are peaceful, the cyborgs preform standard enforcer jobs. This means that seeing a HPPF cyborg means that your city is either a high threat, or extremely peaceful.
RANKING SYSTEM
P - Peaceful, harmless unless provoked.
CH1 - The lowest level of chaotic. Childish, harmless. Potentially dangerous, kill if so.
CH2 - Greedy and power hungry. Best time to nip them at the bud.
CH3 - Seeking chaos and destruction, but not yet dangerous enough to be a threat. Best time to nip them at the bud.
CH4 - Powerful and seeking more power. These chaotics generally have corporations, armies, or other organizations through which they cause chaos.
CH5 - Personally powerful, with a lust for destruction or chaos, these are best killed ASAP.
