Forgive my confusion but in the rules it says that the character can be human with animal parts. Is that mandatory or merely reccommended?

I'll be honest and say I have no idea what's going on right now. I'm basically trying to force interaction between the characters. If you have any ideas to possibly kick start it in the right direction. I'm all ears.
