Yes! Either another player can grant you sovereignty (recommended), which gives you access to the /build command (as listed in Marin's Guide to Chat Commands), or you can use the Request for Sovereignty Thread in the Multiverse's OOC forum.

I generally recommend the organic method of earning sovereignty from another player, as the request form initiates a review process from the GMs and Builders of the Multiverse. You can also buy a listed location from the Multiverse Places page, depending on how much INK you have.
